Tobirama Senju was the second Hokage and the younger brother of Hashirama Senju. He had huge chakra reserves and during his lifetime, he was considered as the fastest shinobi. He was a master in all forms of ninjutsu, could use all five basic nature transformations along with Yin and Yang release. 6. Minato Namikaze
Minato Namikaze, the Fourth Hokage of the Hidden Leaf village, was considered as one of the strongest Shinobi as during the Third World War, he became popular as the Yellow Flash. Due to his brave actions during the war, he was named as the Fourth Hokage. He even developed the Rasengan, one of the most powerful jutsus and the signature move of Naruto, by observing the Tailed Beast Bomb.
